Appropriations Requests
One of my top priorities as your Congressman is to ensure the federal government invests in policies and programs that help the communities of Maryland’s 4th Congressional District grow and thrive. To help meet the needs of communities across the United States, the Appropriations Committee accepts Programmatic, Language, and Community Project Funding (CPF) requests from Members of Congress. We welcome your input in identifying federally funded programs important to the people of Maryland’s 4th Congressional District. I am committed to creating a fair and equitable process that will benefit the people of Maryland’s 4th Congressional District.
The House Appropriations Committee has released its official guidance for FY 2027 Programmatic and Language Requests and general guidance for Community Project Funding, Similar to years past, our best guess is that the specific CPF instructions will likely be similar to FY2026 guidelines, which are available on the House Appropriations Committee website.

Appropriations Bills: Programmatic & Language Requests
Each year, Congress enacts appropriations bills that provide the federal government with the funding it needs to operate. These bills fund numerous activities, including government operations, medical research, national defense, infrastructure, and education.
Programmatic requests include funding for specific federal programs that are important to you or your organization. Language requests include specific policy directives to federal agencies.

Community Project Funding (CPF) Requests
THE DEADLINE TO SUBMIT APPLICATIONS FOR COMMUNITY PROJECT FUNDING REQUESTS IS SUNDAY, MARCH 8, 2026 AT 11:59 PM ET.
Community Project Funding (CPF) is an initiative that allows Members of Congress to allocate federal funds to projects in their district. CPFs can only be requested by state governments, local and tribal governments, publicly owned entities (e.g. ports, universities, PUDs, etc.), and eligible non-profits. For-profit entities are not eligible to receive CPF assistance.

Here are some helpful tips for submitting your CPF application:
- Begin the application early and submit the form well before the deadline.
- Expect delays when collecting letters of support, press articles, and government documents.
- Use the appropriations committee guidance to determine which Congressional subcommittee will oversee your request.
- Ensure that state and local government stakeholders have matching funds available for projects that require it. Funds do not have to be in hand, but a plan must be in place.
- If you have multiple CPF requests, please submit each one separately.
- The appropriations process can take several months. Bills approved by the House Appropriations Committees must be passed in both the House and Senate and signed into law by the President by September 30, 2026. This deadline may be extended in the event of a Continuing Resolution. Your patience during this lengthy process is greatly appreciated.
