Community Project Funding: FY 2025

Listed below is a summary of the fifteen projects Congressman Ivey submitted to the House Appropriations Committee for FY 2025. Projects are listed in alphabetical order:

Project: Beltsville Agricultural Research Center (BARC) 

Amount Requested: $74,000,000

Explanation: The Beltsville Agricultural Research Center (BARC) is one of the largest agricultural research centers in the world in terms of program scope and number of scientists. Their research projects cover a vast range of topic areas ranging from animal health and food safety to sustainable agricultural systems and rangeland ecosystems. ARS’s top priority is to ensure that its employees have safe, healthy facilities to conduct their work and ensure the conditions of the facility do not threaten the integrity of the research. The average age of BARC facilities is 67 years, more than 20 years older than the ARS national average as well as a complex campus with many widely dispersed buildings, miles of roads, water and wastewater lines, and aging infrastructure. This has made maintenance and upkeep challenging. This funding request will fully modernize buildings at BARC and will focus restoration and infrastructure repairs into a more efficient campus.

Project: Boys and Girls Clubs Countywide Expansion and Crime Prevention Initiative in Prince George's County

Amount Requested: $1,000,000

Explanation: With this funding, BGCPG will expand to 7 additional sites and work toward affiliation with Boys & Girls Clubs of America to deliver the evidence-based programs known as Triple Play, Power Hour, Badges for Baseball and SMART Moves to directly and positively impact communities in Prince George’s County. The funding will also enable BGCPG to join a Statewide Boys & Girls Clubs of Maryland crime prevention initiative of nearly 100 Boys & Girls Clubs programs.

Project: City of College Park's College Park Community Preservation Trust - Home Purchases and Renovations to Support Affordable Homeownership

Amount Requested: $3,000,000

Explanation: The City of College Park for their College Park Community Preservation Trust, assist with home purchases and renovations to support affordable homeownership in the City of College Park, Maryland. This program is designed to connect with people who want to own a home but for whom prices are beyond reach. The majority of the homebuyer applicants to this program identify as Black, with the remainder identifying primarily as Latino and a smaller proportion as Asian. This funding will go towards purchasing the land and homes that would be a part of the Trust. The Trust retains the land (allows full use of it to the homebuyer) and sells the home to the buyer at the agreed-upon price. Often the percentage of the overall value retained in the land is 25%-40%, resulting in homeownership becoming a reality for participants.

Project: Greenbelt Youth Center Roof Replacement

Amount Requested: $1,554,969

Explanation: The project will include replacing the entire roof of the Greenbelt Youth Center, which serves as the only youth center in Greenbelt, Maryland and is used by all city residents. The replacement will include adding a new awning to the building to shelter children, staff, and patrons involved in Youth Center activities, and providing additional meeting space for the building’s users.

Project: Housing Authority of the City of College Park Renovation of Attick Towers Apartments

Amount Requested: $16,000,000

Explanation: Attick Towers Apartments, located in College Park, MD, caters to seniors 62 and older and disabled persons who can’t afford to live in traditional housing. Within its senior and disabled households, Attick Towers houses approximately 120 residents. This renovation is critical to address the disproportionately high-cost burdens and housing instability experienced by low-income households, especially for seniors and those with disabilities.

Project: Hyattsville Environmental Depot

Amount Requested: $2,800,000

Explanation: This funding is to assist the City of Hyattsville in purchasing a property to locate an Environmental Depot. The Environmental Depot is an innovative and state-of-the-art facility dedicated to educating the public and diverting some of the waste stream within Hyattsville and neighboring municipalities. The Depot will be a collection point for electronics, paint, motor oil, and antifreeze which the City currently collects, as well as creating a place where harder to dispose of items such as mattresses, furniture, Styrofoam, and batteries can be diverted from the waste stream and recycled or repurposed. The City would construct and operate the environmental depot initially for City residents with the ultimate goal to make these services available to neighboring municipalities that might not have the staff and/or budget to address these issues on their own.

Project: North County Animal Shelter

Amount Requested: $12,500,000

Explanation: Prince George’s County, Maryland, will use these funds to finance a new location and for the building of a new facility. This facility is needed due to a lack of space in the current facility leading to increased outbreaks of disease, the current facility's distance from the County’s major population centers, and the need for a facility to serve as an emergency management location for housing animals in the case of a natural disaster.

Project: Police Station in the City of District Heights, MD

Amount Requested: $1,000,000

Explanation: This funding will be used for the acquisition and remodel of property for a dedicated space for law enforcement. The City’s police department is currently co-located with other municipal services and has significantly outgrown the available space. This funding will go towards the acquisition and renovation of a vacant property along Marlboro Pike, near the main commercial district in the City. Placing a visible law enforcement presence on Marlboro Pike will act as both a deterrent to property crimes in the commercial corridor and improve resident response time.

Project: Prince George's County Microgrid Project

Amount Requested: $5,620,000

Explanation: This funding will allow Prince George's County to expand its fleet of zero-emission transit vehicles. Additionally, it will allow for the retrofitting of the existing bus facility to house and charge buses for preventive maintenance, facilitating electric bus acceptance/testing, and installing microgrid-generated electricity and technology. Such funding can advance the County’s sustainability and decarbonization plan to move away from fossil fuels, reduce air pollution caused by diesel combustion, and create a brighter tomorrow for all of the county's residents.

Project: Public Safety Facility in the City of Glenarden, MD

Amount Requested: $2,490,000

Explanation: This funding would be used to build a 5,000-square-foot Public Safety building on land owned by the City to accommodate the needs of the 21 sworn law enforcement officers, two administrative civilian staff, as well as the citizens who come to the station. Currently, the police staff cannot properly store evidence, cannot interview and process juvenile offenders separately from adult offenders, have no place to store ammunition, and there are no locker rooms or shower facilities for police officers. The new facility will ensure the police department will be able to serve their growing community effectively.

Project: The Redevelopment Authority of Prince George’s County for the Arc Prince George's County Affordable Housing Rehabilitation/Preservation for Individuals with Intellectual and Developmental Disabilities.

Amount Requested: $1,840,909

Explanation: This funding will allow for affordable housing rehabilitation and preservation for individuals with intellectual and developmental disabilities (IDD) in Prince George’s County, Maryland. To ensure that all of its residents are able to enjoy the highest quality of living and age in place, this funding will be used to rehabilitate 30 units of housing in predominantly low-income minority neighborhoods. Rehabilitation of these properties is critical to mitigate structural concerns and ensure all aspects of the home are accessible, Americans with Disabilities Act-compliant, and enable residents to age in place as their accessibility needs change.

Project: The Redevelopment Authority of Prince George’s County for the Arc Prince George's County Full-Service Community Center for Persons with Intellectual and Developmental Disabilities and their Families.

Amount Requested: $6,000,000

Explanation: This funding will be used for an innovative community center in Prince George’s County, Maryland to house programs for persons with intellectual and developmental disabilities (IDD) and their families, including an adult medical day program, outreach/education for children, benefits enrollment center, and a social enterprise pilot. For over 70 years, The Arc Prince George's County has provided support, understanding, and opportunities to individuals with intellectual and IDD and their families.

Project: South Forestville, Maryland, Park Stream Restoration

Amont Requested: $3,033,820

Explanation: The project plans to restore an approximately 1,500 linear foot reach of an unnamed tributary to Henson Creek in District Heights, MD, providing benefits to the surrounding properties, environment, and community. Henson Creek is a tributary of the Potomac River Upper Tidal basin, located south and east of the Washington, D.C. border. The existing stream channel is severely eroded and unstable, threating further degradation of adjacent land, natural habitat, and water quality. The project goals are to stabilize the channel, protecting the surrounding property from damage due to erosion, improving water quality, increasing wetland habitat and floodplain connectivity, and providing protection and resilience from flooding.

Project: Town of Forest Heights, MD, Facilities Project

Amount Requested: $4,500,000

Explanation: The Town of Forest Heights government currently works out of three separate buildings, causing fragmentation and frustration for both the government employees and the community. Forest Heights is requesting $4,500,000 to purchase a building to bring the police department into one space and for other governmental functions. This building will enhance Forest Heights’ ability to serve its growing community by creating an emergency operation center as a single point for citizen interactions with the police department.

Project: Western Branch Sewer Project Forestville, MD

Amount Requested: $8,200,000

Explanation: This project is in the Forestville neighborhood of District Heights in Prince George’s County Maryland. The wastewater collection system in this community is over 75 years old and is in a deteriorating condition. The sewer system has defects such as surface spalling of the concrete within the sewer mains, pipe joints suspected of failing, intrusion of tree roots through pipe cracks and joints, and accumulation of grease and other deposits of debris. This rehabilitation is required to maintain the required level of service to the customers and to prevent potential hazards to human health and the environment to mitigate against sewerage overflows. Additionally, over the years, the streams have changed course and the stream channels have deepened to the point that sewer mains and manholes that once were on dry land, are now exposed within or along the sides of the streams. These sewer mains are difficult to access since they are located along the stream valleys, adjacent to waterways and within Environmentally Sensitive Areas.
